New community policing role created to strengthen trust and connections between police and residents
Erie Mayor-Elect Daria Devlin announced several key hires of her administration today, including Chief of Staff, Chief of Police, and Police Command Staff, along with establishing a new Captain of Community Policing and Recruitment position.
“I’m committed to building an administration that listens, collaborates, and delivers for every resident, and that starts with building a strong team, which we’ve begun today,” said Mayor-Elect Devlin. “From the very beginning, I’ve prioritized transparency, collaboration, and building trust with our community.”
This new community policing position will advance those values by strengthening relationships and promoting accountability and compassion between our police and the people they serve.”
While Mayor-Elect Devlin’s Transition Team continues the work of reviewing information and making recommendations, these specific roles will play a central part in moving Erie forward with transparency and excellence.
“I’m truly humbled and honored to accept the position of Chief of Police,” said current Deputy Chief Richard E. Lorah. “I’m very aware that this moment isn’t just about me — it’s a reflection of the dedication, professionalism, and courage I’ve seen every single day from the officers of the Erie Police Department, as well as the commitment and fresh energy of our new command staff.
“From day one, my team and I will work with residents to create safer, thriving neighborhoods and ensure our department is accessible to the people we serve.”
Today’s announced positions include:
- Chief of Staff: Lori Radder Spicer
- Chief of Police: Richard E. Lorah
- Deputy Chief of Police, Patrol Division: Jamie Russo
- Deputy Chief of Police, Criminal Investigations Division: Ken Kensill
- Deputy Chief of Office Professional Standards: Chris Janus
- Captain, Patrol Division: Kevin Fries
- Captain of Community Policing and Recruitment: Tom Lenox
Additional positions of Mayor-Elect Devlin’s administration are expected to be announced during the week of December 29, 2025.
Mayor-Elect Devlin will serve as the 49th Mayor of the City of Erie and will officially be inaugurated on January 5th, 2026. Richard E. Lorah will also be sworn in as Chief of Police at the same ceremony.
