FOP responds to preliminary hearing in Woodard shooting

On Monday morning, TalkErie News received the following statement from Fraternal Order of Police Lodge 92 Executive Director Tom Wines, in the wake of all charges being bound over to court for Pennsylvania State Parole Officer Kevin Seelinger, during his preliminary hearing Wednesday, Jan. 21, 2026:

“Our member has honorably served the public and this community in a difficult and dangerous profession. We continue to stand firmly and unequivocally behind him as the legal process moves forward and will support him through every step of that process.

It is critical to emphasize that these charges continue to be allegations, not facts and, our member is entitled to the presumption of innocence and full due process under the law.”
